How to work it out
- Difference: 2 − 16 = -14
- Divide by the starting value: -14 ÷ 16 = -0.875
- Multiply by 100: -87.5%
- Check: Work forwards from the start: 16 × (1 − 0.875) = 16 × 0.125 = 2.
In a spreadsheet: =(2-16)/16*100. Always divide by the starting value, not the new one. A rise from 40 to 50 is +25%, but the fall from 50 back to 40 is −20%.
What the result means
The new value is 12.5% of the old one: for every 100 at the start there are now 12.5, so 87.5 out of every 100 have gone.
Sales: a price cut from $16 to $2 is a 87.5% discount.
Why the change back is different
A 87.5% fall followed by a 87.5% rise does not bring you back to 16: it gives 3.75. The second percentage is taken of 2, not of 16, so to undo this change you need 700% instead.

The other way round: Percentage change from 2 to 16. Percentage change is not symmetric: from 16 to 2 is -87.5%, but from 2 back to 16 is 700%, because the starting value is the base. For a comparison that is the same both ways, use the percentage difference between 2 and 16: 155.5556%. See Percentage difference between 2 and 16.
