How to work it out
- Turn the percentage into a decimal: 1 ÷ 100 = 0.01
- Multiply: 0.01 × 23 = 0.23
- Check: Work backwards: 0.23 ÷ 23 × 100 = 1%.
Another method. As a proportion of part to whole: 1/100 = part/23, so part = 1 × 23 ÷ 100 = 0.23. Both methods always give the same answer.
In a spreadsheet: =1%*23. Forgetting to divide the percentage by 100 makes the answer 100 times too big. Note that x% of y always equals y% of x.
What the result means
0.23 is the 1% share of 23. The remaining 99% is 22.77, and the two parts add back up to 23.
Discounts: 1% off an item priced $23 saves $0.23, so you pay $22.77.
Adding and taking away 1%
Increasing 23 by 1% gives 23.23 and decreasing it by 1% gives 22.77. These do not cancel out: raising 23 by 1% and then lowering the result by 1% ends at 22.9977, because the second 1% is taken of a bigger number.

The other way round: 23% of 1. 1% of 23 and 23% of 1 are always equal (both are 1 × 23 ÷ 100 = 0.23), so you can swap the numbers when one order is easier to work out in your head.
